Scam? Has anyone got anything like this?

I received a letter in the mail today from International Consumer Promotional Draw. They are supposedly from Las Vegas, NV. Apparently, I "won" 500,000 dollars. They sent me a check for 4964.60 to "cover the insurance and administration fees". The check actually looks legit, and has Wachovia written on it. It says its from Green Mountain Presbyterian Church in Green Mountain, North Carolina. Iam supposed to contact the Customer Care Representative Chris Chandler at the prize distribution department for additional information on processing of your claim and activation of the check enclosed at 1-604-773-4790 with your entry claim code for verification as soon as you receive this notification to avoid any delays and forfeiting of unclaimed prize funds. The letter also has logos on it from Target, Macy's, Sears, etc., and is signed John Martins- Prize Award Administrator and has a phone and fax number. This is a scam, right? Also has anyone else got anything like this?, and what can I do to report this? Thanks so much for your help everyone!
