What are these breast lumps?

I'm 13 years old and I'm a girl. A little bit more them a year ago I started developing these lumps in my breasts. They are both the same size and the same place on each breast right underneath my nipple. They are pretty hard and can get tender. Their circles and are about and inch long and about 1/4th of an inch think. Is this normal?
